Military intelligence: Budanov’s wife poisoned. Military intelligence spokesperson Andrii Yusov officially confirmed that Marianna Budanova was poisoned by heavy metals and is undergoing treatment in a comment for Radio Free Europe/Europe Liberty on Nov. 28.
Air Force reports downing all 21 Russian drones. Ukrainian troops downed all 21 Shahed-136/131 drones launched by Russia overnight, the Air Force reported on the morning of Nov. 29. The drones were launched from around Russia’s port city of Primorsko-Akhtarsk in southern Krasnodar Krai.
Zelensky signs 2024 state budget. State budget revenues were set at Hr 1.78 trillion ($49 billion), while expenditures were almost double, at Hr 3.35 trillion ($93 billion). Within the allocation for military spending, Hr 43 billion ($1.1 billion) was earmarked for the production of drones and an equal amount for the domestic manufacturing of arms and ammunition.
Parliament chairman: Ukraine to open office in European Parliament. The proposed move would help increase the compatibility of Ukraine’s parliament with European institutions, Chairman Ruslan Stefanchuk said, and would allow Ukrainian lawmakers to observe the operations and functions of the European Parliament.
Zelensky named ‘dreamer of the year’ by Politico. Politico on Nov. 27 named President Volodymyr Zelensky ‘dreamer of the year,’ recognizing him among historical figures including Martin Luther King Jr., Nelson Mandela, and Winston Churchill.

Crippling Black Sea storm reportedly destroys Kerch bridge barriers. Deadly weather that pounded the Black Sea region on Nov. 27 in what some have dubbed ‘storm of the century’ has washed away Russia-installed barriers intended to protect the Kerch Bridge and Sevastopol bay, OSINT researchers said on X.
Russian submarines lurk in Black Sea despite inclement weather. Two Russian submarines capable of launching Kalibr cruise missiles remain in combat mode in the Black Sea, defense officials reported on Nov. 28.
EU sanctions envoy: Kazakhstan reducing export of dual-use goods to Russia.
Kazakhstan has significantly reduced the amount of exports of dual-use goods to Russia, but the exports of other goods to Russia have simultaneously increased, EU Sanctions Envoy David O’Sullivan said during a press conference in Astana, Kazakhstan, on Nov. 28.
Poll: 75% of Russians support war. An overwhelming majority of Russians continue to support the war either strongly or moderately (75%), with only around 20% being actively opposed, a Nov. 28 report by the Carnegie Moscow Center said, citing polling information from the Russian independent polling organization The Levada Center.

3 killed, 3 injured in Russian attack on Sumy Oblast. A Russian strike on the vicinity of Seredyna-Buda town in Sumy Oblast on Nov. 28 resulted in the death of three people, including a seven-year-old girl, the Sumy Oblast military administration reported.
Russian missile attack on Zaporizhzhia injures 1. A Russian missile attack on Zaporizhzhia on the morning of Nov. 28 injured at least one person, Governor Yurii Malashko reported.
Russian air strike on Toretsk in Donetsk Oblast injures 4. A Russian air strike on Toretsk in Donetsk Oblast on Nov. 28 injured four female employees of a local workshop, the Donetsk Oblast Prosecutor’s Office reported.
Russian strike on Kherson Oblast injures man. A Russian strike on the village of Lvove in Kherson Oblast on Nov. 28 injured a 40-year-old man, said Volodymyr Litvinov, the head of the Beryslav District Military Administration.
Russian shelling of Nikopol in Dnipropetrovsk Oblast kills 1, injures 2. A Russian artillery strike on Nikopol in Dnipropetrovsk Oblast on the morning of Nov. 28 killed a 63-year-old man and injured two women aged 65 and 63, Governor Serhii Lysak reported.
International response
EU Council approves further funding for training of Ukrainian soldiers. The Council of the European Union approved on Nov. 28 an additional 194 million euros ($213 million) for its training mission for Ukrainian soldiers, bringing the total funding to around $280 million.
Stoltenberg: NATO’s European members, Canada providing half of military support for Ukraine. NATO’s European members and Canada provide almost 50% of the military support Ukraine receives to repel Russian aggression, NATO Secretary General Jens Stoltenberg said at a meeting of the alliance’s foreign ministers on Nov. 28.
Media: EU to likely ban trade of Russian diamonds. The European Union will likely ban the trade of Russian diamonds as part of its upcoming 12th sanctions package, France24 said on Nov. 28, citing internal documents seen by AFP.
Baltic foreign ministers to boycott OSCE meeting over Russian delegation’s presence. The foreign ministers of Estonia, Latvia, and Lithuania released a joint statement on Nov. 28 saying they will boycott the upcoming Organization for Security and Co-operation (OSCE) meeting due to the planned attendance of a delegation from Russia.

Second Ukrainian top cyber ex-official detained over suspected corruption. Viktor Zhora, a former deputy head of the State Special Communications Service, was detained on Nov. 27 in connection to a state funds embezzlement scheme, the High Anti-Corruption Court reported.
Media: Ukrainian truckers stage counterprotest at Polish border. Polish police told RMF that Ukrainian truckers were blocking the Przemsyl- Medyka crossing from the Polish side of the border, creating traffic jams that made it difficult for local residents to get home.
Multi-year synchronization project between Ukrenergo, European power operators completed. The project to synchronize the state grid operator Ukrenergo to its counterparts in continental Europe has been completed, the European Network of Transmission System Operators for Electricity (ENTSO-E) reported on Nov. 28.
10 people dead, 23 injured due to severe weather in Ukraine. As a result of severe weather conditions in much of Ukraine, 10 people died, and 23 people, including two children, were injured as of the morning of Nov. 28, Interior Minister Ihor Klymenko said.
