Zelensky: Russia won’t stop aggression against Ukraine even after it’s defeated.
President Volodymyr Zelensky said he doesn’t believe Russia will stop its aggression against Ukraine, even after the current invasion is driven out of Ukraine. “The victory of Ukraine can and must be such that any attempts by the enemy to return would not go beyond the sick fantasy of those lunatics who have such plans,” he said.
African Union calls for restoration of Black Sea grain deal. The African Union called for an “urgent” restoration of the Black Sea grain deal that allowed Ukraine to export grain through its Black Sea ports. “The problem of grains and fertilizers concerns everyone,” Comoros President Azali Assoumani said in Saint Petersburg.
Border Guards: Wagner being used to aggravate tense border situation, do not present threat to Ukraine. Belarus is using Wagner forces to threaten and destabilize an already-tense situation but do not present a military threat to Ukraine, Border Guard Service spokesperson Andrii Demchenko said on July 28.
Prosecutor General’s Office: Explosion at Olenivka prison caused by thermobaric munition. The explosion that killed over 50 Ukrainian prisoners of war held by Russia in the Olenivka prison last year was caused by a thermobaric munition, the Prosecutor General’s Office told Ukrinform on July 28.
Ex-head of Russian jail charged over abuse of Olenivka prisoners. The head of the Russian prison in the occupied village of Olenivka, Donetsk Oblast, and one of his subordinates have been charged over physical, sexual, and psychological abuse of Ukrainian soldiers imprisoned there, Ukraine’s Prosecutor General’s Office reported on July 28.

Zelensky says Qatar joins Ukraine’s Peace Formula. Qatar will join Ukraine in the efforts to implement the so-called Peace Formula proposed by President Volodymyr Zelensky. The plan envisages preventing ecocide in Ukraine, punishing those responsible for war crimes, withdrawing all Russian troops from the territory of Ukraine, restoration of Ukraine’s territorial integrity, and the release of all prisoners of war and deportees.
Energoatom: Russia kidnaps, tortures Zaporizhzhia nuclear plant engineer. Russia illegally holds Zaporizhzhia Nuclear Power Plant engineer Serhii Potynh since June and subjects him to torture, Ukraine’s state nuclear energy company Energoatom reported on July 28.
Official: Occupation government building in Donetsk damaged in strike. The so-called “interior ministry” of the Russian occupation government in Donetsk had been damaged in a strike, Petro Andriushchenko, an advisor to the exiled mayor of Mariupol, reported on July 28.
Russian governor: ‘Second missile’ shot down over Rostov Oblast near Taganrog. A second missile was shot down on July 28 over Russia’s Rostov Oblast near the city of Taganrog, where an explosion was reported earlier today, Rostov Oblast Governor Vasily Golubev claimed on his Telegram channel.

Ukraine war latest: Russia hits Dnipro with missiles, 9 injured
Nine civilians have been injured in a Russian strike on the city of Dnipro that damaged a high-rise apartment building on the evening of July 28. Mayor Borys Filatov reported that no one had been killed. The residential building has no tenants, the mayor said, as it was yet to be commissioned.

Bloomberg: Romania to expand capacity for Ukrainian grain transit. Romania plans to expand its capacity for transiting Ukrainian grain as Russia’s unilateral termination of the Black Sea Grain Initiative blocked the sea corridor for Ukraine’s exports, Bloomberg reported on July 28.
